config.js file is missing from your freshly flashed your USB, then there was something wrong with the flashing process. Possible solutions:
If you are flashed USB is still missing config.js, you might be using a Windows version that allows multiple partitions for fixed disks, while removable disks can only have one partition. You could create two or more partitions on the removable disk in Linux, but Windows would still recognize only the first partition on that disk.
If you are using a Windows 7 64-bit system, you will first need to enable TESTSIGNING. To do that, run command prompt (CMD.exe) as an admin and execute the following command:
Bcdedit.exe -set TESTSIGNING ON
After that, reboot your computer and follow these steps:
diskmod.inf – Install
UFDasHDD.batand replug your USB flash drive to make it appear as fixed disk
UFDNormal.batand replug your USB flash drive to make it appear normally as a removable media
